Square Enix's standards for "good enough" tend to be rather high at times, so yeah...
That one is kind of a given, one problem when it comes to game sales in Japan is that the numbers after the first week are a guaranteed quick decline unless you're the biggest hot stuff (yes, this can apply anywhere else but in Japan that decline is pretty hard). So if you didn't sell like hotcakes in the first week don't expect some increase in the statistic anytime soon, if ever.

That's definitely a good way to solve problems with unappealable game creators and "problem child" of game company. Put them all in one division, gave them meager budget, and told them to... do anything they like. If the result good, then huzzah! If bad... well, now you have reasons to sack all of them.
Apparently, a certain company that shall be named didn't really understand this.
