Both true, but Nyarlathotep puts effort into, well, having a personality just to have more fun. It's not as eldritch as Azathoth. Otoh, Tzeentch is so...change-oriented that it becomes incomprehensible despite its origins.

I don't get it. I never did anything to invoke their ire, and if I did I'd much rather they just be forward with me and say so rather than being passive-aggressively rude about it.
