The two pictures are part of the same image; they are sequential. The first one is the two protagonists running in circle very fast to create the tornado; the second is the mooks sent flying from the result.

The current picture hardly illustrate the trope; it looks more like an explosion, the tornado is barely visible, and we absolutely can't tell it was provoked by someone with a specific intent, caption or not.
