Not sure on hardest but I nominate Brock from Pokemon Red and Blue Version if you start with anything but Charmander for easiest. Even then, get a Caterpie and evolve it into a Butterfree for Confusion and ridiculous damage.

For hardest? Hmm... that's gonna take some thought. Right now I'm thinking SAXTON HAAAAAAAAAAAAAAAAAAAAAAAAAAAALE!
For easiest, I'd say Team Sonic (when playing as team Rose) on the PS 2 version of Sonic Heroes. Every time I play that, Sonic just jumps off of the edge and suicides, making it the easiest A-Rank of all time. At first, I thought the level was an intentional joke, saying that Sonic would jump off a cliff and kill himself to get away from Amy, but then I played the PC version some time later, and the game actually puts up a fight (still extremely easy, but at least it's trying).
As for hardest, I'd say Azetlor on hard mode in the HD version of Ghostbusters The Video Game, thanks to the Artificial Stupidity of your allies. It's fine on the Wii version, but the HD version is just a pain.

Ohwait, I'm changing my hardest to the last boss for Megaman 4. The fact that everyone becomes progressively harder per playthrough doesn't help.
Probably the easiest is that one red-armored Gearhead in the Gearhead base you fight in Rage. Then again, I say that because I stood back and took him out with one or two magazines worth of Rocket Launcher ammo. He never even got a shot off.

Holoholo Bird from Baten Kaitos Origins...if you walk in to disc two underleveled without a save on disc one, you could and probably would get utterly destroyed. It doesn't help he's the first battle on disc two and is unavoidable, so if you didn't save back at disc one, Holoholo Bird may become the end of the game.
However, nearly all unscripted battles are Nintendo Hard in that game.

For easiest... well Legate Lanius is probably the easiest that I've fought that still qualifies as a boss. Even on Hard mode, it takes literally one YCS/186 shot to the face to kill him. Which you can do before he even sees you.
Alternatively, any boss ever that can be talked to death.

Some of the hardest bosses have to be various SNK Bosses, esp. the horrific Azazel (more like Assassel, amirite?) from Tekken 6. What kind of monster puts a boss into a fighting game that breaks the rules of fighting games? Also I-No from Guilty Gear.
Some Shin Megami Tensei bosses get pretty hard. Although it may be cheating to consider final bosses — they're supposed to be hard, or at least should be — Persona 1 and 2 have pretty hard final bosses. I give the edge to Persona 1's because it was more random than P2's.
I would also say that Devil May Cry 3 had a pretty hard final boss ( Vergil), but at that point, you had already faced them a couple times, so they're not as hard as they were in their other appearances.
Easiest for me would have to be Colonel Autumn in Fallout3. Please.
Side note: I love that final boss battle from the Incredible Hulk game linked above.
I liked it better when Questionable Casting was called WTH Casting AgencyThe Fallout 3 example doesn't really count as a boss. A Zero-Effort Boss, maybe, since you can beat him by standing there and doing nothing. If you count him, you'd have to count this guy.

...Can't think of a hardest, but easiest? Egg Dealer, from Shadow The Hedgehog. Just use homing attack over and over again and it literally defeats itself.
Hardest: The Pack of Striders in Half Life 2.
Easiest: The Pack of Striders at the end of of Half Life 2 Episode Two.
Hardest one? Easily Demi-Fiend from the first Digital Devil Saga.

If you turn on Maximum Strength and punch him up, or better yet, pick up a barrel and hurl into his face, he'll go down pretty fast!
Oh, Equestria, we stand on guard for thee!There's two extremely easy ones I can think of:
- Super Mario World 2 Yoshis Island: That Piranha Plant boss (can't remember its name), so long as you beat it before the battle actually starts. All you need to do is just stand a bit of a distance away, lob an egg at the bud, and BAM! You get to see Kamek freak out.
- Any boss from Sonic Advance 2 so long as you're playing as Cream. Literally all you have to do is mash the B button and maybe jump out of the way of attacks if you don't manage to win in 10 seconds or less.
Hardest? I don't know about the hardest, but I can give you the Sonic Generations final boss, if only due to the Fake Difficulty of the game giving you no indication of what the hell to do at all. And dear Lord, all of Sonic's friends screaming at you "THAT LOOKS LIKE A HOMING SHOT" over and over and over and over and GRAAAAAAAAAAAAAAAAAAA—*Technical Difficulties*
Aside from that, the Battle Frontiers in the more recent Pokémon games are hellishly difficult, especially if you don't have every aspect of the game's mechanics down to a T.

Mad Mel in borderlands was kind of hard.
Like I said, only really because of the Fake Difficulty of just making it so you have no idea what to do, and the sheer annoyance factor of it. It's semi-easy once you figure out just what the hell to do, but that's assuming you figure it out.

This here is Larsa from Mushihimesama Futari. There is a clip that shows how to beat her without getting killed. It's a safe bet that the guy trying to beat this boss probably didn't practice very much. He clearly froze up at some points. Then again, freezing up is probably a common reaction to Bullet Hell scenarios!
For me, the easiest Video Game boss is Bear from Return To Krondor. After all the build-up, and showing that he is apparently invincible to everything, you fight him one-on-one at the end...and you beat him just by clicking on him. I'm serious! Your character is so ridiculously overpowered by that point that he can inflict six highly damaging attacks with his greatsword! The only way you could possibly lose is if you deliberately ended your turns without attacking Bear.
