I'm 100% positive the Roimunde is the sister. I bet Medic fed info to the roimunde about Gou and he chose someone with a backstory that he would be specifically sympathetic towards.
I'm less sure about the second part of that theory, but I think the first part is solid. It makes too much sense really.

Houjou was an asshole. A major asshole. I've only seen a chunk of Agito Up to the episode where Shoichi's name's cleared and the Overlord is all like My God, What Have I Done?, which conveniently is the same two-parter where Houjou's assholiness is shown to light but this guy could get so many decks to the face if he was talking down the wrong person.
Nira on the other hand is an asshole and he knows it. He's always quirky when he talks down the Special Unit. He has a trademark cackle. He even hops around and skips on his way out of the Special Unit when he's all like "I'm not gonna tell you what I know, trollolololol!" He does have one moment where he taps into his inner Houjou, but still. It's weird to put it... But I'm gonna try.
It's like that one person you're supposed to hate, but he's so funny and entertaining that you just can't help but crack a smile every time he's on screen. Not sure if Love to Hate is appropriate. And if I've seen the 4chan pics correct, he manages to tie up the Tridoron.
Still, this is his debut, so down the line, he's probably not gonna be as endearing.
Him taping up Mr. Belt (and the pissed off look on the latter's face were pretty fucking hilarious.

One Strip!Now, if he were to do half the shit the Fourze characters did (throw a football at the Rider about to defeat the monster, stopping the Rider from finishing off the monster and making the student sane because he's your friend even though it doesn't work like Gaim, taking away the belt and refusing to give it back despite there being a monster that's about to kill you), then Nira would be in my hate list.
But so far, he's not.

I've seen all of the Neo-Heisei Riders from Double to Drive's current episode, and I know damn well what I'm talking about. My interpretations of the characters are just different from you guys'.
Of course, Daguva MIGHT be nothing against the Great Leader himself.

With this, and the previous episode, I can now understand how the Overlord of Darkness might not necessarily be a straight up villain.
There are some things about his battle with his brother that are unclear though: Why did they fight in the first place? What was the root cause?
Why did they hate each other so much? It's because of the power of Agito, the essence of the Overlord of Light within man, that the Overlord of Darkness is even doing what he's doing. Even then, killing a single human caused him great pain, indicating that he'd be sitting on his ass, doing nothing if not for his bros last screw you.
Even with this latest ep, he seem to just be eliminating the seed of Agito from the other dudes rather than just killing them (which he could do mind you), though since I know that Kino dies, I'm guessing this act can cause death.
Also, I'm thinking back to when he saved Ryo, and how Ryo went berserk and attacked him, and I'm wondering if that's the influence of the Overlord of Light. Do they fight to protect people, or do the Agitos fight to go against the hated enemy of the source of their power whether they want to or not?
We don't have much context (yet) about why Light put the Seed of Agito in Humanity. Did he want to give them the chance to rise up against their oppressor (and is Darkness even an oppressor? As I said before, he doesn't seem to do anything unless an Agito is involved, and he seems to hate the idea of harming humanity even then), or did he want to create weapons to continue his war against his brother even in death? Perhaps the Overlord of Darkness feared that with that Power, humanity would destroy itself.
Lots of questions, and it occurs to me that this may not be a straight up God Is Evil / Satan Is Good situation.
