Hmm... I'm not really sure where to put Noire Blanc (the Light 'em Up Guro Lolita) and The Midnight Stitcher so... Can I just put a character in a general area and just let the first person interested in interacting with them say my character ended up near them?

Hooray for more activity in Dream II! Because outside the ruins, underworld, Misery Manor, and the farm, activity seems to be lacking.
In fact, speaking of activity, I just posted in Dream II for Durnem, having just realized Xeqa was probably awaiting a response from her. I'm still waiting on you in Misery Manor by the way, unless you don't care to have Gabe respond to the strange noise. I do kind of want Sinistrina to interact with Half at some point, but I'll have to wait for Novis to post before that happens, and Sinistrina moves a lot more slowly than Gabe does anyway (lacking super speed and being in a perpetual state of famine doesn't help).

@Kkutwar: I doubt Ruth is going to be eager to tag along with Noire Blanc to explore "Level Ate." ("funny" trivia of the day: That videoclip is what Ruth has been imagining that place looks like, up to this point)
The reasons:
- The time limited nature of her abilities. Unless the plan is to rush, and get everything done as quickly as possible, she wouldn't agree. (even then, without a map of the place she would prefer to not risk it... Yes, it helps to have a map)
- Noire first impression just screams Magical Girls' Serial Murderer to her, right now. You know that, as a writer, I'm a big fan of Creepy Awesome / Creepy Good characters, and subverting expectations regarding them... But Ruth, as a character, a relatively "normal" geek girl, being stranded in a blizzard after having spent a couple of rough weeks in an hostile land where someone has already betrayed her and tried to kill her because she tried to be a good samaritan... Yeah, you can see why she wouldn't be so willing to jump to the call and join a creepy stranger in dangerous expedition at this exact point in time.
HOWEVER, I think I could help you with a character... Though, you'll need to find them inside the Meat Dimension, because it would be rather jarring for them to just casually drop from the sky and offer to join the expedition in a nonchalant manner.

Technically, you can use as many characters as you think you're able to give depth to on a regular basis. (For most of us, a 'regular basis' is about once or twice a week.) It's going to depend on how confident you are about writing deeply about your characters, and how much time you have for these threads.
But the other thing to consider is making sure you don't have too many of your characters in the same Cast Herd. If you bring a bunch of characters and have them all join the same group, your characters are likely to start talking and interacting amongst themselves without any regard for other writers' characters, and in trying to make sure all of your characters take some kind of action during each post, it becomes really cumbersome for other writers to react to and interact with all of them.
In most cases, Cast Herds are likely to work better when there's no more than four writers per herd, and with no more than three characters per writer in a single herd. Note that writing your characters so that their thoughts about their current situation, reactions to events, and actions are accounted for can be harder than it seems. I can only handle doing that for five characters at once, during optimum conditions where I was between semesters and literally had almost no other obligations, and at the time when I was writing those five characters, I'd been writing for the CDTs for over three years.
I'd also recommend that, for your first CDT, try to start slow. Maybe a couple, or even just one character so that you can get an idea for yourself of how much and how often you should be writing.
