Unless they're really foreign names. That's about it.
"Jack, you have debauched my sloth."Personally, I can't tell the difference between an ancient Japanese name and a modern one (or a random mash of alternating vowels and consonants, but that's just my inexperience with the culture).
And for foriegners writing American or British names, it might be useful knowledge that "Ezekiel" and "Jebediah" fell out of use in the early 20th century, and "Kayla" and "Yvonne" as well as most examples of My Nayme Is are only popular as of late (in this country, anyway).

"Weird doors open. People fall into things."I have this program called "Real Lives" (2007 edition, by the company Educational Solutions), that allows you to generate a person and go through their entire life from birth to death.
It has an entire list of names (male, female, and family) based on region, so I highly recommend giving it a look for reference at least. Given the colonization situation of a bunch of places, you're bound to find name lists showing up in multiple regions (for instance, United States and Australia both use the same name list in the program).

More specifically, names that it would be entirely plausible to give a character from a certain place without running into Ghetto Name, Famous-Named Foreigner, Hollywood Spelling, or As Long as It Sounds Foreign, but without having to resort to lists of super-common names either.
...Or farting out something like Jacuzzi Splot.
It's constantly undergoing Rolling Updates, and I encourage anyone to submit new ones - especially from other countries or time periods.
There are only 3 rules:
The list would include first names for both genders, last names, and nicknames, and would be sorted by gender, and time period in which someone would most likely name their kid that. Each country I'm covering gets a different section, with each major race in said country getting a subsection.
(This first part I compiled in one day from various magazines, newspapers, books, and memory. Let me know if you have any comments on it.)
