To Love Ru Rito could have 13 in a literal harem if he had some balls... Bonus points for a Innocent Fanservice Girl, Yandere, Tsundere, Kuudere, Christmas Cake and a couple Token Loli's in the harem Also the harem gets larger since his genderfliped Riko has more than a few guys after him.

That's a pretty loose definition of "harem", but as far as managing the affections of multiple girls without explicitly choosing one, he's definitely farther along in that area... still, I claim that it's an unfair advantage.
There's nothing particularly "loose" with it, considering all of them are perfectly honest with their feelings for him, and he's perfectly honest with his feelings for them. Only the "romantic" portion was removed, but not entirely so.
