Cipher.
It's Kite's new archetype in Arc-V, and what was called "Kinetic Soldier" in the US was actually "Cipher Soldier" in Japan and part of the new archetype because of it's name, so the change reflects that.
Does this mean we might see Kite use Cipher Soldier?
No more than we might see Rafael use Guardian Statue or Skull Guardian.
To be fair, Cipher Soldier is actually useful against Utopia stuff(bar Lightning) due to being anti-Warrior. But it's not useful for the other Cipher cards that much. It just happens to be part of the same archtype.
Just like Thunder Dragon isn't useful with the Hunder cards very much. Still the same archtype.
That last effect is honestly amazing. Getting their big boss out just like that? Nice. I do like you have to have a Raidraptors Xyz material to activate it. Otherwise it'd be a braindead summoning tool like Ptoleameus/Cyber-Stein/Metamorphosis/Bahamut Shark/Magical Scientist(albeit Scientist requires slightly more thought sometimes).

In all seriousness, I would suggest you start with a Starter Deck or a Structure Deck to get used to the game. Then once you have a better idea of how the game works, tinker with the deck to practice your deck-building skills.

When I got back in after leaving pre-GX, I just sort of played with a bunch of older cards and weened my way into the more current ones. Playing a deck with a clear win condition (read: Battlin' Boxers) can help iron out understanding of the rules and learn the importance of win conditions. Branching out, you can start to look at slightly more complex decks (read: Archfiends).
Just avoid Chain Beat. That deck requires judge-level knowledge of rule interactions to get a hang of.
Speaking of rules, try one of the free online simulators or even Konami's official one. All of them handle the rules so you don't need to worry about messing them up.

They can't for the life of them understand why nobody liked being ruled by a group of manic depressive demigods - 4chanI think a Six Samurai would be a good starter deck. It isn't too complicated, but it has you effectively use stuff like chains, comboing summons, special summons, and tokens. Plus it isn't a terrible deck.

It's a target for Instant Fusion, which allows you to get it out as a Level 4 Water, making it perfect for Bahamut Shark, and unlike Norden, is at 3.
It's not useless whatsoever due to Xyz stuff.
