That's the whole point! How is one supposed to be a proper super villain if some hero doesn't show up and defeat him????? And I never promise anywhere in my signature that one would ever actually get to rule the entire planet.

Thinking a hero is not needed for a villain to be efficient... we all know a villain with a hero's the most probable to improve on their villainy, aside from a villain who can achieve immortality via some time warp mayhem, provided the hero doesn't just off the villain. (Curse my knowledge of Final Fantasy I, but I just adore Garland for causing a successful gambit for himself.)
