1) Levels can be, actually, through modulating means. Greed Quasar, in particular, can easily boost past Level 20. On-text is a different story, though, yes; however, Gagaga God is easily summonable through Gagaga Magician, Gagaga Sister, and Galaxy Queen's Light (Magician to 8, GQL, Sister effect to add their Levels together, OR, in two turns w/o GQL, Magician to 6, Sister effect, then Sister effect again next turn).

2) New Orders Etheric Amon (and Numeronious whatever) are both Rank 13 in the anime, so there's that.

3) It's not a serious card.

[up] Those look pretty good, but Raygun Call can cause you to play your entire hand since there's no once per turn clause.

Also, I suggest bolding your card names to make them stand out a bit. You can do that by putting three apostrophes on either side of the card name.

I once made up a Sea Serpent archetype during the GX era. I felt that Sea Serpents weren't getting the respect they deserved, and they still aren't, as they've been lumped in with Fish and Aqua and most of the new ones aren't even really Sea Serpents. We need more Daedalus-like monsters, not Mermaids and Fishmen, dammit! The archetype is called "Leviathan" based on the Biblical monster (I ignore the Great Leviathan because it's non-canon and was never even a duel monster). I've only come up with a few monsters, though. Their effects revolve around Envy; Leviathan is one of the seven princes of hell, representing this deadly sin. A common trait among the monsters is pink pearls embedded in various parts of their bodies.

EDIT: Decided later on to name the archetype "Leviabyss".

Leviabyss Epiagnatha (リヴイアビス・エピアグナタ)

  • Level 4, WATER, Sea Serpent/Effect, 1000/0
  • Cannot be Special Summoned. If your opponent controls more monsters than you do when this card is Summoned: Place Abyss Counters equal to the difference on this card.   • Traits of spiny sharks. Has a second head in place of a tail.

Leviabyss Abyssochondr (リヴイアビス・アビソコンドル)

  • Level 4, WATER, Sea Serpent/Effect, 1800/1500
  • Cannot be Special Summoned. If your opponent controls more monsters than you do when this card is Summoned: Place Abyss Counters equal to the difference on this card. “Leviabyss” monsters you control gain 300 ATK/DEF for each Abyss Counter on this card.
  • Traits of cartilaginous fish.

Leviabyss Hadoste (リヴイアビス・ハドステ)

    • Banished cards
  • Traits of bony fish, particularly anglers and other bioluminescent fish.

Leviabyss Venomvapor (リヴイアビス・ヴェノムヴェイパー)

  • Level 8
  • WATER, Sea Serpent/Effect, 2400/1900
  • Cannot be Special Summoned. If your opponent controls more monsters than you do when this card is Summoned: Place Abyss Counters equal to the difference on this card. All face-up monsters your opponent controls lose 500 ATK/DEF for each Abyss Counter on this card.
  • Looks like a serpent skeleton, similar to the skeletal designs of the Sacred Beasts. Colored black with red eyes. Represents the gas phase of water as the weakest of the trio.

Leviabyss Freezer (リヴイアビス・フリーザー)

  • Level 8
  • WATER, Sea Serpent/Effect, 2700/2200
  • Cannot be Special Summoned. If your opponent controls more monsters than you do when this card is Summoned: Place Abyss Counters equal to the difference on this card. Each time your opponent Summons a monster(s), up to the number of Abyss Counters on this card per turn, those face-up monsters cannot attack and have their effects negated until the end of this turn.
  • A white serpent made of ice with blue eyes. Represents the solid phase of water as the middle of the trio.

Leviabyss Maelstrom (リヴイアビス・メイルストロム)

  • Level 8
  • WATER, Sea Serpent/Effect, 3000/2500
  • Cannot be Special Summoned. If your opponent controls more monsters than you do when this card is Summoned: Place Abyss Counters equal to the difference on this card. While this card has any number of Abyss Counters, it can make up to that many attacks on monsters during each Battle Phase. Once per turn: You can target monsters your opponent controls, up to the number of Abyss Counters on this card; destroy them. This card cannot attack directly the turn this effect is activated.
  • A blue serpent with green eyes. Represents the liquid phase of water as the strongest of the trio.

Leviabyss Rahab (リヴイアビス・ラハブ)

  • Level 12
  • WATER, Sea Serpent/Fusion/Effect, 4500/3000
  • "Leviabyss Venomvapor" + "Leviabyss Freezer" + "Leviabyss Maelstrom"
  • Must be Special Summoned (from your Extra Deck) by banishing the above cards you control. (You do not use "Polymerization".) If your opponent controls more monsters than you do when this card is Special Summoned: Place Abyss Counters equal to the difference on this card. Unaffected by other cards' effects. Once per turn: You can gain 1500 LP for each Abyss Counter on this card, then inflict that same amount as damage to your opponent.
  • Named after the Biblical sea monster Rahab. Has three heads and traits of all three Fusion Materials. Its effect demonstrates both the life-giving and destructive aspects of water.

Primordial Abyss-Tehom (原始深淵-テホム)

  • Field Spell
  • Summons of your “Leviabyss” monsters cannot be negated, also your opponent cannot activate cards or effects when they are Summoned. During your Main Phase, while your opponent controls more monsters than you do, apply the following effects.
    • You can Normal Summon 1 “Leviabyss” monster in addition to your Normal Summon/Set. (You can only gain this effect once per turn.)
    • You can Normal Summon/Set Level 5 or higher “Leviabyss” monsters without Tributing.
  • Tehom refers to the Great Deep of the primordial waters of creation in the Bible. Depicts an abyssal trench.

Leviabyss Pressure (リヴイアビス・プレッシャー)

  • Continuous Trap
  • At the start of your opponent's Main Phase 1, if you control a “Leviabyss” monster and your opponent controls more monsters than you do: Your opponent can only activate a number of Spell/Trap cards up to the difference until the end of your turn.
  • Based on the crushing pressure at the bottom of the ocean. Depicts Hadoste underwater with a shaky, wavy foreground to illustrate pressure.

Leviabyss Submergence (リヴイアビス・サブマージャンス)

  • Quick-Play Spell
  • When your opponent targets a “Leviabyss” monster(s) you control for an attack or card effect: Negate the attack or activation, and if you do, destroy that card, and if you do that, banish the targeted monster(s) until the End Phase. If a monster banished by this effect has Abyss Counters at activation, place the same number of Abyss Counters on it when the monster returns to the field.
  • Depicts Epiagnatha’s tail as it violently submerges underwater.

Leviabyss Flood (リヴイアビス・フラッド)

  • Continuous Spell
  • At the start of the Battle Phase, if your opponent controls more monsters than you do, apply the following effects in sequence this Battle Phase.
    • 1+: If your "Leviabyss" monster attacks a Defense Position monster, inflict piercing battle damage to your opponent.
    • 2+: If your "Leviabyss" monster battles, your opponent cannot activate cards or effects until the end of the Damage Step.
    • 3+: If your “Leviabyss” monster battles, any battle damage you take is halved, and any battle damage your opponent takes is doubled.
  • A destructive flood is well known in Genesis, as well as several other mythologies. Leviathan also had the ability to create storms and tidal waves. Depicts a stormy night with Maelstrom in the middle of a large wave.

  • Leviabyss Tannin (リヴイアビス・タンニーン)
  • Trap
  • Banish up to 2 "Leviabyss" monsters from your GY; Special Summon "Tannin Tokens" (Sea Serpent-Type/WATER/Level 1/ATK 0/DEF 0) equal to the number of monsters banished to your opponent's field in Defense Position. They cannot be Tributed or used as Material. You can only activate 1 "Leviabyss Tannin" per turn.
  • Tannin is often conflated with Leviathan and Rahab. Sounds like the Japanse word "tanin", meaning "other/outsider", as the Tokens go to your opponent.

Death From The Depths (デス・フロム・ザ・デプズ)

  • Trap
  • When your opponent would Summon a monster(s) while you control a "Leviabyss" monster and your opponent controls more monsters than you do: Negate the Summon, and if you do, destroy that monster. You can only activate 1 "Death From the Depths" per turn.
  • Meant to portray the stories of sailors getting attacked by sea monsters. Depicts Venomvapor approaching a ship from below.
