  • Alternative Character Interpretation:
    • Is Kougami looking for conflict as stated by Makishima's ghost where he, as the hunter, has to find a prey? Or is he looking for peace which he told to Akane while traveling around and based on his reaction where after fake!Chairman Han resigned he exasperates to a little boy that they won't need to fight anymore?
    • As of the movie, the Sibyl System. They can be seen either as Well-Intentioned Extremists who provided peace and order to society at the cost of free will or Knight Templars who used extreme force or deception for the sake of peace and order. In fact, when Akane found out how they got control of SEAUn through illegal means, they admitted that they have no intention to conquer the region for power but they don't see their actions as criminal. In fact, their end goal is very ambiguous while the likes of Makishima and Kamui have very defined goals.
  • Awesome Music:
  • Broken Base:
    • While other viewers enjoyed the dynamics between Shinya and Akane which was not present in Season 2, some find that they're hogging the screentime from the other characters such as Mika, Teppei, Hinakawa and Yayoi.
    • While viewers find the movie much better than Season 2, they're still dissatisfied on how it handles the societal and political situation because it focused more on the action scenes and had a very disappointing antagonist who is nothing like Makishima or Kamui. Others still enjoyed it and despite its problems, they find that movie finally started giving an overview on the situation outside Japan.
  • Complete Monster:
    • Colonel Nicholas Wong is the de-facto ruler of the Sybil-backed regime fighting for total control of the Southeast Asia Union (SEAUn), having assassinated the real Chairman Chuan Han and replaced him with an impostor to continue oppressing the population. Enthusiastic at the prospect of the Sybil System ruling the entire nation solely so he'd promoted to Puppet King, Wong's dictatorship sees many innocent people—be they rebels or civilians—brutally murdered. In his collaboration with the Sybil System, Wong turns the capital of Shambala Float into a Puppet State where latent criminals are segregated and fitted with collars that either sedates or kills them when their crime-coefficiency grows too high, despite the fact that Wong is secretly a latent criminal himself.
    • Desmond Rutaranga is a nonchalant mercenary who helped Wong take control of Shambala Float. Ensuring the military dictatorship holds, Rutaranga slaughters rebels who oppose Wong's violent, hypocritical rule. Capturing the heroes for Wong to execute, when Kogami breaks free, Rutaranga tries to corrupt him into becoming the newest member of his group to continue killing for profit.
  • Ensemble Dark Horse: We have Yulya Hanchikova (the blonde female mercenary that was a part of Desmond's group). Although she introduced as little more than another one of Desmond's goons, she actually become quite popular among the fan base thank to her character design and currently being the most dangerous Dark Action Girl introduced so far.
  • Esoteric Happy Ending: The movie ended with the antagonists dead and with fake!Chairman Han resigning after Akane suggested that the country should have an election where people can have the right to vote someone deserving which could also end the rebellion. However, the Sibyl System remains in control of Japan and in the verge of expanding not only in Southeast Asia but other parts of the world in the future and considering how they managed to control SEAUn in the first place, they're becoming smarter and more dangerous than ever. It doesn't help that in The Stinger, fake!Han is reelected which renders Akane's actions moot.
  • Harsher in Hindsight:
    • The Japanese government's foreign intervention on SEAUn is providing the Sibyl System to them to help out with the rebellion. Come July 2015, the Japanese government, under the Abe administration, passed a bill which would allow their troops to engage in military operations outside the country for the 1st time since World War II, but this is more in response to the growing threat of North Korea, the territorial disputes with China, and the murders of Japanese citizens abroad by ISIS. Of course, not everyone is happy with the decision, most especially those who were victims of Japanese war crimes back in the war.
    • The successful implementation of the Sibyl System in SEAUn becomes the main issue that Akane faced in Psycho-Pass Providence where the government plans to have the Sibyl System replace the entire judicial system and abolish the Ministry of Justice. This eventually leads to Akane, sacrificing her reputation and career to prevent it from happening by killing Chief Kasei in public.
  • Iron Woobie: Shinya Kougami. At first, he's a well-respected Inspector until his friend and Enforcer, Sasayama, was brutally murdered. This led him to his demotion and obssession to find his killers which also strained his friendship with Ginoza. After killing Makishima, he had to leave Japan along with everything else behind which includes his friends and found himself fighting with La RĂ©sistance against the government in an unknown country. Though all of these doesn't stop him to help people whenever he can.
  • Moral Event Horizon:
    • Although Nicholas Wong employs force to end the rebellion and is revealed to be a latent criminal with a high crime coefficient, killing the housekeeper who only did what she's told to (drugging Akane's food) so he can remove her brother's collar showed that he's beyond redemption.
    • In-universe, Akane found out that the Sibyl System forced their way into SEAUn by staging a foreign intervention and conspiring to assassinate the real Chairman Han so they can put his body double in his position instead which she regarded as criminal acts.
  • Narm/Narm Charm: Characters speaking Gratuitous English can make you cringe and pick your ears while trying to understand what they are saying, particularly on some dramatic scenes. But there are those who are trying a good job at it.
  • Nausea Fuel:
    • What remains of Nicholas Wong after being blown up by Ginoza's Dominator.
    • The movie gives a horrible idea how it's really like to be blown up by the Dominator's Lethal Eliminator mode.
  • Paranoia Fuel: In Shamballa if you're a latent criminal and happened to be wearing a collar, chances are that if you're emotionally stressed, the collar would either tranquilized you or inject poison on you in seconds.
  • Rescued from the Scrappy Heap: Even though she's not given much focus in the film, what little time Mika got portrayed her in a far better light than Season 2 ever did.
  • Rewatch Bonus: Rewatching the scenes where Akane and later, Colonel Wong were talking to Chairman Han made you realize that the Sibyl System is talking to them and manipulating them.
  • Surprisingly Improved Sequel: Majority of the viewers agreed that the movie is way better than Season 2 and believed that the plot would have extended more if it's a TV series rather than a movie.
  • They Wasted a Perfectly Good Character: Given that this movie is only one hour and 53 minutes, several characters don't get enough moments to shine:
    • Mika is a Base-Breaking Character in Season 2 because of her attitude and after experiencing the traumatic events in the past season, it's like the movie never made reference of it particularly for her action which led to Aoi Tsunemori's death. And since the movie focused more on Akane's and Shinya's POV, we never get to see if Mika has any character development from those past events regardless that her negative qualities are lessen here.
    • With the exception of Ginoza, the other Enforcers are merely just wallpaper who did little significance to the plot.
    • Desmond's mercenary gang. You had to admit that they're pretty awesome in taking down a major rebel despite their small number and they're much like the less Ax-Crazy Expy of the Tyrants. Too bad the Sibyl System killed them off and you'll only get to know their names in the credits and the promotional materials.
  • They Wasted a Perfectly Good Plot:
    • Considering that majority of the movie spends of its time on the SEAUn, we never get to see what the rest of Unit 1 were doing while Akane is away.
    • While the movie tries to probe on the political and societal situation when the Sibyl System controlled the SEAUn, it doesn't have enough time to deal with it since it focused too much on the action scenes.
  • Tough Act to Follow: Desmond Rutaganda, one of the main antagonists, is a Genius Bruiser who can be Makishima 2.0 to par on Kougami's skill and wit except he exhibits none of the charisma or intelligence that made Makishima a memorable character. Of course, he's a merc but also a pawn of Sibyl who hold a Villain Ball which made some viewers deemed him as forgettable and generic.
    • Somewhat Lampshaded in-universe. Rutaganda mentions that he lacks the charisma Shinya has, which is why he's so intent on recruiting him into his mercenary band.
  • What Do You Mean, It's Not Political?: Though it's unknown whether it's Urobuchi's intention, but in the climax, the Sibyl System describes that the pre-Shamballa SEAUn is reeked with "corruption, discrimination and racial strife that was almost religious in nature". Though this is also reflect the current situation in most Southeast Asian countries, this is also somehow applicable to what's happening in the Middle East particularly with the Arab–Israeli Conflict and the growing threat from ISIS.
    • Corruption, discrimination, and racial strife are par for the course in many Southeast Asian countries. One need only look at Islamic insurgencies in Thailand and the Philippines, and the brutal discrimination many ethnic minorities (especially Chinese minorities) experience in places like Vietnam, Myanmar, and Indonesia. Even larger and more "stable" Asian countries like China are not exempt from this.
