The Colonel of the Southeast Asian Union's Military Police Corps, charged with internal security of the Shambala Fort.


  • Big Bad Duumvirate: Worked secretly alongside Desmond's mercenaries to get rid of Chairman Hang after he publicly expressed opposition to adopting Sibyl System to ensure SEAUn's internal security.
  • Colonel Badass: As is tradition.
  • Didn't Think This Through: Nicholas Wong and his men thought they could use Sibyl's aid to help rebuild their country and remain in control. When Chairman Han realizes how Sibyl will eventually turn against them Nicholas and Sibyl have him killed.
  • Long-Haired Pretty Boy: He has long hair.
  • Make It Look Like an Accident: Wong planned to cover up the execution of Kougami and Akane by making it look like that the former took the latter hostage and got away via helicopter only for the military police to shoot it down. But this is thwarted by the arrival of Division One.
  • Out-Gambitted: The Sibyl System played him right to their hands when he tried to execute Akane and Kougami.
  • Not-So-Well-Intentioned Extremist: Because the SEAUn doesn't have mental health care centers, he's willing to gun down anyone who opposes the government.

    Chairman Chuang Han(g) 

Chairman Chuang Han/Hang

Ex-SEAUn military officer who later became president of the supernation.

  • Everyone Has Standards: The reason why Nicholas and the rest of the MP Corp turned on him because he didn't like the idea of having Sibyl used to regain control from guerrilla forces and other hostile groups that refuse to surrender and disband. This was become he got killed.
  • Freeze-Frame Bonus: Several photos being examined by Akane shows that Han used to be a MP officer.
  • Our Presidents Are Different: SEAUn Chairman Chuan Han is seen as a President Scheming, though Kougami and the guerrillas think that he's President Iron and Corrupt. But it turns out the real Chairman is dead and his body double is a criminally asymptomatic and a member of the Sibyl System which makes him President Focus Group.
  • Kill and Replace: Nicholas and Desmond conspired to have Hanremoved from power, courtesy of Sibyl, before he was replaced with a body double.
  • Spell My Name With An S: His first name is either Han or Hang. From the Japanese katakana to English translation, both names are correct.
  • Walking Spoiler: Talking about him will eventually be revealed Sibyl made a body double of him.

An anti-Han guerrilla leader who fights against the SEAUn military from what used to be Siem Reap, Cambodia.

    Samrin 

Samrin

The leader of a fringe anti-Han cell that infiltrates Japan. He's arrested by PSB officers after they were busted in an underground arms deal meeting.

  • Far East Asian Terrorists: From SEAUn, he leads a fringe cell to Japan to destroy the Sibyl System.
  • Small Role, Big Impact: The use of a Memory Scoop device under the orders of Kasei enabled Akane to search for Kogami in SEAUn. This move was planned by Sibyl knowing that Akane will try to seek permission to go there.

Antagonists

    Desmond Rutaganda

A mercenary who works for Nicholas.


  • Artificial Limbs: His right arm and left leg are mechanical.
  • Big Bad Duumvirate: Contracted by Nicholas in the past to get rid of Chairman Hang and later to get rid of Akane and Kougami.
  • Bond Villain Stupidity: He should have kept his fat mouth shut when he told Akane that Chairman Han was dead and had a body double, which gave her a clue that the Sibyl System was up to something.
  • Cultured Badass: He's well read and even owns high-class paper books, a rarity in the era of the Sibyl System.
  • Cyborg: Along with most of his subordinates.
  • Evil Gloating: He boasts to Akane that the Sibyl System had he and Wong's backs and she can't get support from Chairman Han because the real one is dead. Too bad he's stupid enough not to realize that the system don't give a shit about them once their jobs are done.
  • Genius Bruiser: Like Makishima, Choe and Rikako before him, he's an avid reader, with a strong interest in post-colonialist literature. He is also a cyborg mercenary, an expert shot and a robust wrestler.
  • Irony: He quotes Frantz Fanon, an anti-capitalist and anti-colonialist philosopher, yet he is a profit-driven mercenary killing rebels in service of a neo-colonialist puppet government. Kougami and his followers embody Fanon's principles far more that Rutaganda and his.
  • Rocket-Powered Weapon: His artificial limbs are able to emit a burst of ignition that allows him to hit much harder than normal.
  • Scary Black Man: He's has an artificial arm and leg and he nearly trashed Kougami like plywood.
  • Taking You with Me: Tries to kill Ginoza and Kogami after the former subdues him with a grenade, but Kougami breaks his neck before he could succeed.
  • We Can Rule Together: Offers Kougami a chance to join his mercenary group but he turns it down.

    Yulia Hanchikova

A female bounty hunter who is a part of Rutaganda's band of mercenaries.
