I will kill that man only once I have made him despair and sorrow! I cannot simply kill him! I must make him suffer, suffer, suffer to the very end!"
In a land far, far away lies the Kingdom of Fiore, a small, peaceful nation of 17 million. Its name...is Fairy Tail. Despite being a peaceful nation, it has managed to produce many villains, and while many redeem themselves or have sympathetic traits, there are some that lack those traits.

- Phantom Lord arc: Master Jose Porla of Phantom Lord, motivated by ceaseless but unfounded envy towards the Fairy Tail Guild, orders Gajeel to destroy their home base in Magnolia Town and hang up the violently beaten Team Shadow Gear as an example. After incapacitating Makarov, who he holds a special enmity towards for a mere drunken outburst, Porla kidnaps Lucy and holds her for ransom to acquire the entire Heartfilia family fortune. Going to extreme lengths to satisfy his hateful jealousy, Porla orders the activation of "Abyss Break" to annihilate all of Fairy Tail as well as the innocent civilians of Magnolia Town.
- Tower of Heaven arc: Buli and Guli are a pair of Zeref cultists behind the initial construction of the Tower of Heaven through primarily child labor. Responsible for such massacres like the one at the Rosemary Village, they and their comrades rounded up many child slaves to work gruelingly under the threat of death or force. One of their victims was Erza Scarlet, who was brutalized to such an extent that she lost an eye.
- Edolas arc: Faust, the King of Edolas, supposedly desires eternal magic for his kingdom, but in the end only wants it for himself. He conducted a plan called "Anima" to absorb all of Earth Land into Edolas as Lacrima for fuel, but his son Mystogan eliminated most of the portals save for one in Magnolia City. Consumed by greed, he eventually orders the genocide of all Exceeds and uses his army's desperation for Magic to rile them. During "Code ETD", he siphons the Dragon Slayers of their magic to create a chain to throw the giant Lacrima containing Magnolia City residents and facilitate in Extalia's destruction. When Mystogan thwarts it, Faust personally leads a final assault in the Dorm Anima, callously shooting down his son and promising to turn Natsu, Wendy, and Gajeel into living batteries to fund future Anima plan attempts. His burning of Coco's legs and disregard for Pantherlily's life in a crossfire ultimately out Faust as a power-hungry and avaricious king.
- The Tartaros arc has two members of the titular guild:
- The "Etherious" Jackal, member of Tartaros's Nine Demon Gates, is a sadistic psychopath who assassinated the Magic Council. A lover of Sadistic Choices, Jackal forced a former councilman to choose between his life and that of his own granddaughter. Later, Jackal imposes one upon Lucy where he will either detonate an elder councilman or a pregnant woman. Already viewing humans as mere playthings, Jackal later pettily kills one of his own guildmates, showing his monstrous nature extends to even fellow demons.
- Ezel, the "Child Slicer" of the Nine Demon Gates, is one of the most ferociously wicked demons of the Book of Zeref. A monstrous killer who simply wants to butcher all in his path, Ezel massacres a town to get at one magic council member, later attempting to activate FACE himself so he might exterminate magic users all over the world. Facing young Wendy, Ezel tries to kill her painfully as possible while trying to devour her best friend Carla in front of her.
- Dragon Cry: Zash Caine was once a wizard of Fiore who fled to Stella after a failed coup. He went into the service of King Animus and then proceeded to kill his own allies to prove himself. In the present day, Zash uses mind control to force the White Tiger squadron to kill each other in order to steal the Dragon Cry. Zash shows no hesitation in trying to kill the Fairy Tail wizards, and is even willing to mind control others to do so. It is revealed that Zash keeps female prisoners to draw blood from to power his own magic, and takes Lucy captive in an attempt to draw blood from her. Towards the end, Zash betrays Animus and takes the Dragon Cry for himself. He proceeds to force Animus to go on a rampage and unseals the Quartum Army to eliminate the Fairy Tail wizards. He then activates the Dragon Cry in an attempt to destroy all of Fiore out of revenge for his exile, only failing when the power proves too much and incinerates him.
- 100 Years Quest: Aldoron, the Wood Dragon God, regained his health and power by leeching off the lives of innocents in the towns upon him when asleep. Upon awakening, Aldoron devours the life of 300,000 innocents before attempting to kill Fairy Tail and torture Natsu, intending to sweep over the land of Guilitina and destroy all of it. Aldoron announces plans to consume the other four Dragon Gods and take the world, mocking any other who believes in peace with humankind.
