The Council of Magic Security

    General 
  • Magic Knight: Unlike most of the other witches, they can actually engage in direct combat. This is useful for them since they can not only chase down suspects and overpower them, even if they are unable to use magic, they can still defend themselves.
  • Undying Loyalty: The Knights of Moralis are incredibly loyal to each other, despite their snipes and banter. If any of them are in danger, they do not hesitate to help one another out. When Garuga gets his memory erased by a Brimhat they all angrily swear vengeance for their lost friend.

    Estheath

"Right now, peace and order is being preserved only because all witches strictly obey the law. Needless to say, peace is extremely precarious. The smallest fissure will send everything crashing down, so there can be no exceptions to the rules."

A deputy officer of the Council. He's a cold and aloof man that thoroughly follows rules and commands a group of other officers.


  • Big Brother Instinct: He gets incredibly angered for Lucy when a witch attempts to not only sell items that could see through an unknowing person's clothes, but also attempts to do the same to her, as well as strip her of her clothes. He gets just as violent as the other Knights who were tracking this witch down, and drops the first f-strike in the series when the witch attempts to absolve himself of his crime when Estheath rightfully calls him out for what he was doing and the harm it would cause to his victims.
  • The Fettered: Estheath follows through with the law of witches no matter how cruel or unfair they may be. To him, upholding order takes the upmost priority.
  • Foil: To Qifrey. While Qifrey is often referred by members of the Auditorium as a "problem child", Estheath is referred by them as a "honors student". While Qifrey isolates himself from magical society in his Atelier, Estheath lives at the center of it in the Auditorium.
  • Jerkass Has a Point: Estheath was going to erase Coco's memory. While the way he behaved was definitely wrong, he is correct on the fact that the witch society runs on a very short leash and on the off chance that Qifrey really was not involved in her actions, then the Brimhats, the biggest threat to witch society, is, which, they in fact are.
  • Precision F-Strike: In Chapter 49, Estheath blurts out the F word in front of a sexual predator and pervert. The fact that this is the first actual swear word being omitted in an overall whimsical but troubled setting caught many fans by surprise.
  • The Teetotaler: According to an extra, he completely refuses alcohol.

A member of the Council who works directly under Estheath.


  • Beware the Silly Ones: He often acts whimsical whenever he's with his compatriots, but he can be deadly serious at the drop of a hat when duty calls.
  • Number Two: He seems to be Estheath's direct underling and is often accompanying him around.

    Echo and Etoran

A pair of rowdy twins working under Estheath in his hunt for Brimhats.


  • Always Identical Twins: The two are identical twins.
  • The Baby of the Bunch: The youngest members of Estheath's inner circle.
  • Big Brother Instinct: It's unknown which one of them is the older one, but they not only look out for one another, they also are protective of their Knight comrades. When word got out that a witch was attempting to sell items that look through someone's clothes, they immediately chase him down, knowing that Lucy would not take kindly to this man running free.
  • Polar Opposite Twins: Echo is the more dominant and joyful half of the two twins, and tends to drag its twin Etlan. Etoran is the more level headed of the twins, scolding Echo for his reckless actions.
  • Red Oni, Blue Oni: Etoran is the more level headed of the twins, while Echo is the more emotional. Etoran scolds Echo for attacking Eastheath for no other reason than to "let loose".

    Garuga

A serious member of the Council of Magic Security.


  • Amnesiac Lover: Because of Ininia, Garuga loses all his memories related to magic, causing him to forget even his own lover Atuarto. Not wanting to be separated, Atuarto convinces Garuga to become his apprentice so they can be together even though Garuga can't remember their previous relationship as lovers.
  • The Big Guy: He's significantly taller and more muscular compared to his work friends.
  • Chronic Hero Syndrome: Having his memories erased doesn't erase his heroic nature, as shown when he comes to the rescue of Ininia herself when she seems to be in danger despite having no magic at his disposal. Ininia is shaken to discover how kind he is after having harmed him so spitefully.
  • Fate Worse than Death: While Atuarto pleads for the Knights to find a way to restore his memories, the Knights instead decide he would be shipped off to an island where witches who lost their memories would go to learn how to live without their magic. For many witches, this would be considered something even worse than death. It's subverted when Atuarto makes Garuga into his apprentice so they can stay together.
  • Hoist by His Own Petard: Ininia erases his memory with the same memory-erasing glyph he uses on criminals to make them forget about magic. Subverted as Atuarto manages to avoid this fate by making Garuga into his apprentice.
  • Irony: He was a Knight Moralis that is in charge of policing the magical world. One of the chief duties is mind-wiping unknowings that gained knowledge on magic, either intentional or accidental. It is of extreme irony, that Garuga - a large, burly man - ended being on the receiving end of having his mind wiped by Ininia - a young, petite witch apprentice.
  • Laser-Guided Amnesia: A brutal example — after Garuga was incapacitated by Coustas, Ininia used Garuga's own spell-pad to completely wipe his memory of anything to do with magic. While this memory-altering magic is standard procedure that the Security Council metes out to any Unknowing who stumble over magical secrets, it's practically unheard of to do this to a fully fledged witch. Given how intrinsic magic is for a witch, Ininia essentially nuked his mind to the point he lost memory of not only his life as a witch, but his personal life as well.
  • Manly Gay: He's the largest and most masculine of the magic security council team. He also has a boyfriend named Atuarto.
  • Married to the Job: When he finally gets to see his boyfriend in the Silver Night Festival, he has to leave because of hearing music that reminds him of an open case. This ends up causing him the loss of his memories of his personal life and his life as a witch.
  • Teacher/Student Romance: After Garuga's memory is erased by Ininia, he's sentenced by Vinnana to live out his days in Adanlee, an infamous island where witches who lose their memories are exiled and learn how to survive without magic. To prevent this from happening, his boyfriend Atuarto makes him his witch apprentice so they can stay together and Garuga can learn magic again. Atuarto is sad about Garuga now only being able to recognize him as his teacher instead of his boyfriend, but he's determined to rebuild their romantic relationship even if he can't find a way for Garuga to recover his lost memories.

    Lucy

A level-headed and serious member of the Council of Magic Security.


  • Berserk Button: She loses all of her coolness and calm when perverts and peeping toms are involved.
  • Big Sister Instinct: Despite her fear in the situation and her desire to run, she still protected her fellow Atelier friend from the noble who was sexually harassing them. The spell she used not only blasted him away, it was so powerful it seemed to have destroyed the room.
  • Broken Bird: A noble sexually harassed her and a fellow apprentice, but the older witches scolded her when she defended her friend. She was left emotionally scarred by the experience, resulting in her strong hatred for perverts. Unlike the other members of the Council of Magic Security, Lucy is more comfortable with a job that lets her distance herself from people because of her past.
  • Clothing Damage: Played with. Her outer clothes experience this, when the witch who was attempting to sell his glasses which could see through clothes blasts her with a spell that tears clothes apart. Thankfully, she remains fully clothed, if only one layer less protected.
  • Dark and Troubled Past: Faced sexual harassment from a noble during her practicum, and her defending a fellow apprentice from same abuse got her reprimanded. One of the reasons she joined the knights was in order to be away from people.
  • The Smurfette Principle: The only woman member of Estheath's inner circle.
  • Tranquil Fury: Whilst Luluci is often the most level-headed of the bunch, perverts and general creeps would put her in a tranquil rage, which is unsurprising given her past. To say she gives a death stare is an understatement.
  • Trauma Button: She violently goes after a witch during the festival due to them attempting to sell items that would allow the user to see through people's clothes. Having gone through a particularly traumatic case of sexual harassment when she was younger, Lucy does not take kindly to people like him.

The Three Sages

    Beldarut

"Education, after all, is predicated on interest."

One of the best witches in the world, responsible for overseeing the education of new witches and called The Sage of Instruction.

Years ago, Beldarut was Qifrey's teacher and protector. In the present day, he's taken on Richeh's brother Ririfin as an apprentice.


  • Bunny-Ears Lawyer: He's quite the odd fellow, having a tendency for being eccentric and exaggerated with others, he is also mentioned to be terrible with paperwork. Even the test he passes to the main characters is odd: Surprise him. He is, regardless, a very respected and powerful witch that is among the leaders of the witch community.
  • Cool Teacher: Despite his more whimsical and silly personality, Coco slowly sees him as this when he demonstrates his different spells and advises Coco on what she would be capable of learning in the future.
  • Genius Cripple: He's wheelchair bound, and has command of some of the grandest magic seen in the series so far.
  • Handicapped Badass: He travels via a sort of magical wheelchair, which operates with animated goat legs instead of wheels. While initially it seems this is just to complement his bombastic personality (as if sitting constantly upon a throne), it becomes apparent he's a paraplegic.
  • Master of Illusion: He is capable of casting illusion magic, with his illusions appearing very realistic. Since he doesn't travel out from the city too often, he sometimes has a miniature of himself following the witches around.
  • Mystical White Hair: He has long silver hair and is one of the Three Sages.
  • Papa Wolf: When they find Qifrey as a child, instead of erasing his memories even though he was not branded by the Brimhats, he offers the child a home and a place to learn magic. It's implied that the person who allowed Qifrey to take in Coco with little backlash was him.
  • Super Wheelchair: His magical wheelchair looks like a cross between a throne and a recliner poised atop powerful mountain goat.

    Lagler 

Lagler, Sage of Friendship

One of the best witches in the world, he's in charge of negotiating foreign relations between witches and humans.


  • Hidden Depths: Lagler is quite perceptive as he can immediately deduce the true intentions among his fellow Sages and how they come off to the humans.
  • Mellow Fellow: An amicable man with a peaceful personality.
  • You Are in Command Now: Was the assistant to Engendill, the former Sage of Friendship. But after the old coot was revealed to practice illegal witchcraft, Lagler was appointed as his new replacement.

    Vinnana 

Vinanna, Sage of Law

One of the best witches in the world, who adjudicates transgressions of magic law. She wears the winged cap of the Magical Security Council.


  • Cool Old Lady: An elderly woman who is also a powerful witch. She even manages to easily outmatch Estheath to show the guards that even without magic, she is still very powerful.
  • Good Is Not Soft: Just like Estheath, she's a cold enforcer of the law. Even after witnessing the emotional turmoil of Garuga's boyfriend over his lost memories, she shows no sympathy and simply shoos him away.
  • Lady in a Power Suit: Unlike most witches who dress in various versions of robes, her outfit is more fashioned after a pantsuit, similar to the outfit of the rest of the Security Council, but with a shorter upper part that is closer it to a suit.
  • When Elders Attack: As Engendill learns, Vinnana is all too eager to administer swift justice against witches who break the law.

Other

    Alaira

A friend of Qifrey's who lives at the Witch Auditorium, and the proctor for the second test for witches.
  • Ambiguously Brown: She has darker skin than other character, but her origins are never remarked on.
  • Astonishingly Appropriate Appearance: Her hair is shaped somewhat like wings and her main magic is to use wind spells.
  • Blow You Away: She seems to have a particular skill with wind-based spells, using wind barriers as her primary spell.
  • Color Motif: Her body is covered in yellow tones. She wears a cape with yellow colors, wears gold accessories and has yellow eyes.
  • An Ice Person: She can also use ice magic which she uses to make an ice pathway.
  • Pet the Dog: Unlike his teacher, she is very nice to Eunie. She allows him time to think of a strategy, doesn't berate him for being shy or awkward and at the end of the exam even compliments how he already has the makings of a good witch as he is capable of making up for his weaknesses with his strengths. She ends the arc taking him under her wing and becoming his new teacher while hiding him away from the Great Hall.

    Sinosia

While not a witch herself, she works as a doctor in the Great Hall.


  • White Mage: The closest the Pointed Hat Witches are gonna get in the Great Hall.

    Engendill

One of the (former) best witches in the world, responsible for negotiating foreign relations.


  • Bitch in Sheep's Clothing: Resembles a meek, buffoon of a man. Chapter 63 shows how wrong that is, as decades of political experience has tuned him into a cold, ruthless and manipulative politician worthy of the title of Sage.
  • Corrupt Politician: Eventually revealed to have fallen into corruption. Is right now being interrogated by Vinnana and has been replaced by his former assistant, Lagler.
  • Crouching Moron, Hidden Badass: The first time we physically see Engendill in-person, he resembled an old, feeble, corrupt man that made readers wonder how, in anyways, he is comparable to the other two Sages. Come Chapter 63 and it shows how ruthless, powerful and manipulative he can be to understand why he had to be ousted and imprisoned.
  • Ermine Cape Effect: He wears a robe with a large, fluffy collar and a witch's cap with the design of a crown on it, reinforcing his political authority by having him dress in regalia reminiscent of royalty.
  • Faceā€“Heel Turn: He was already charged for corruption by the time we see him in-person. He goes completely brimmed-hat after he escaped his imprisonment as globs of black sludge that fell on his pointed hat formed a dark brim.
  • Irony: The former Sage of Friendship, a person in charge in maintaining cordial ties with the politics of Ezrest and is very much a politican himself, is charged with political corruption for being too 'friendly' with outsiders.
  • Manipulative Bastard: And how. Chapter 63 shows why he was the former Sage of Friendship. He earned the brief trust of the convicted pervert by chatting with him like an old harmless grandpa. Than, he enticed him by offering him a means of escape after revealing that his ring kept a hidden vial of magic ink. Afterwards, he convinced the pervert to undergo forbidden magic via bodily enhancement (i.e. turning him stretchy like Luffy from One-Piece), knowing full-well that the pervert would try to escape through the bars where curtain leeches are known to inhabit. Once the curtain leeches letched on to the pervert, his now tainted blood destabilised, causing his body to swell up and explode with the force of TNT, breaking a breach and allowing Engendill to escape. Said leech now mutated and grown into a Kaiju-sized monster, turning it into a very useful distraction. All in all, Engendill managed to convinced a fellow criminal to become a living bomb whilst factoring a plan to create a giant Godzilla-sized distraction for escape and he did all of this in a matter of hours.
