In-Game

    Luigi 
Mario's brother, the one and only Player 2. Since he would appear to be Joey's favourite character, he's subject to the majority of the game's punishments.
  • Butt-Monkey: Because he’s the player character, he’s been subjected to a lot of abuse the game can throw at him, including being torn to shreds by Monty Mole in "RUN", lets himself be eaten by Shy Guy in "Sweet Sleuth", and is crushed by a falling Thwomp in "Host Hoedown". He's also faced the brunt of the other anti-piracy features, such as being deleted from the game using the Forced Character Removal, crushed by a Thwomp sent by Bowser in "Final Five Frenzy", and killed by a collapsing and exploding space rocket in the Rocket Ship Incident.
    Monty Mole 
"Oh, I'm terribly sorry. I don't serve criminals."
This underground-dwelling fellow is the game's salesman. As his quote shows, he's not willing to provide his goods to people that steal the very product he's coded on.

    Shy Guy 
The 'boss' of "Sweet Sleuth". It turns out that this otherwise-familiar series regular is hungry for more than just sugar.
  • I'm a Humanitarian: Midway through "Sweet Sleuth", he abruptly requests Luigi himself, who runs towards him and is then immediately thrown into his mouth, presumably being eaten alive.

    D.J. Hallyboo

The game's host. He doesn't tolerate pirates on his turf, and is described as being "personalised" just for them.
  • The Bad Guy Wins: In the finale, D.J. Hallyboo sucks Joey into a DS and smashes it, successfully killing him.
  • Big Bad: He is the host of Mario Party DS who is trying to punish Joey Perlioni for pirating the game by tormenting him and his characters.
  • Brown Note: His attack in "Host Hoedown", should the player be too slow to trace the text on the touch screen, is to sing a sustained high note which causes rocks to begin to fall, and eventually a Thwomp will crash down on top of them, booting the player back to the "Piracy is No Party!" screen.
  • The Dragon: Serves as this to The Developer, acting as the principal enforcer of the Anti-Piracy measures he implemented into the game.
  • Dragon-in-Chief: While he’s subordinate to the developer who created him, as the build of the game he resides in was completed and left to lure software pirates, Hallyboo is in charge of continuing the developer’s mission in his stead.
  • Expy: He's obviously based on MC Ballyhoo, the host of Mario Party 8.
  • Irony: D.J. Hallyboo, who refers to people who pirate his game as criminals and enforces the game's Anti-Piracy measures, has sleeves with a horizontal black and white bee-striped pattern, a pattern that was once used in real life Institutional Apparel for prisoners.
  • No Fair Cheating: Trying to cheat at "Host Hoedown" causes him to manifest in the real world.
  • Never Say "Die": Strongly averted once he enters the real world; the very first thing he says when he catches a glimpse of Joey is “I’m going to KILL you!
  • No-Nonsense Nemesis: While he's willing to put on quite the show in "Host Hoedown", after he manifests in the real world and beats Joey at a real round of Soccer Survival, he kills him off swiftly and without prejudice, trapping him inside a DS that he then smashes to bits.
  • Reality Warper: In the real world, he's able to create afterimages of himself, summon objects out of thin air, and can trap targets in inanimate objects with ease.
  • Serious Business: Perhaps as an extension of the Developer's own will, Hallyboo doesn't take kindly to people trying to play the game for free, and will only relent in "Host Hoedown" if the player apologises for their sins... not that the game will let them, anyway.
  • Suddenly Voiced: While he's able to utter the word "SINNER!" and give off quite an impressive laugh in "Host Hoedown", he's fully voiced in the series finale by Juno Songs, who had previously produced a set of lyrics for the soundtrack of Hallyboo's debut minigame.

    Mammon 
A mysterious entity contained within the DS Download Play section of the game's multiplayer, invisible to all but illegitimate players.
  • Meaningful Name: Mammon is named after the demon of the same name, said to be a personification of greed and the selfish pursuit of wealth in the New Testament.
  • Nothing Is Scarier: As the video that showcases him ends before any gameplay footage is shown, it’s not known how Mammon behaves as the pirated game’s ‘secret player’.

'Real World' Characters

    The Developer 
RUN
There is nothing you can do.
An unnamed developer at Hudson Soft, responsible for coding the Anti-Piracy measures seen in the series. He takes his job very seriously.
  • Greater-Scope Villain: While D.J. Hallyboo, the developer's principal enforcer, is the series' main antagonist, it's this mysterious developer who coded him and all the other measures, so even if he goes unseen, he's ultimately the one behind everything the game throws at those who try to play it for free.
  • Knight Templar: As the instructions for "Host Hoedown" shows, he's taken his role as the developer of the game's Anti-Piracy features so seriously that his colleagues at Hudson are raising the alarm, as the instructions describe such measures as being unnecessary and a hindrance to the game meeting its intended launch date.

    Joey Perleoni 
"So, why is it such a big deal if I pirate the game? If I pirate the game for my own enjoyment, why is it such a problem if you're not gonna make any money from it in the first place? This isn't right Nintendo. This isn't right."
The main protagonist of the series. Joey's a young adult who happened to pirate his copy of Mario Party DS, unknowingly getting himself mixed up in the fallout that ensues.
  • Tempting Fate: He meets his end at the hands of D.J. Hallyboo after he attempts to reason with him using the quote above. It's not the wisest idea to try that, especially since the latter's a by-the-book enforcer of the game's Anti-Piracy measures who doesn't let thieves get away with their crimes.

    Police Toad 
"Take this, criminal! WAAAAAAAAAAAAA!"
A strange man with connections to both the local police and D.J. Hallyboo.
  • Ambiguously Human: Is he an actual toad that somehow exists outside the game, or merely a man wearing a Toad mask?
  • Blood Knight: He tries his best to take Joey out, and ends up fairly disappointed when he's told that he didn't shoot him.
