The home of Bo-bobo and Hatenko, which was destroyed by the Maruhage Empire, but rebuilt by Bi-bibi and Ba-baba into a dictatorship. Hatenko was sent by Bu-bubu to deliver a letter to Bo-bobo detailing what's happened to his home, but was obviously sidetracked by the threat of the Maruhage Empire. But after the empire and its various incarnations are finally dealt with, Hatenko finally gives Bo-bobo the letter, prompting him and the Rebels to go to the New Hair Kingdom to liberate it from Bi-bibi.
- Always a Bigger Fish: Even stronger than the Maruhage Empire, because they're the ones who revived it.
- Final Boss: The last villainous regime the Rebels fight in the first series.
- Oddly Small Organization: 23 members total: Bi-bibi, Ba-baba, the 16 district generals and the 5 members of the Suicide Corps.
- The Worf Effect: In a sense. The very empire that destroyed them ended up becoming their pawn.
Leadership
The ruler of the New Hair Kingdom, the true ruler of the Chrome Dome Empire (as Baldy Bald IV was just a figurehead), and the eldest and most powerful of the Five Hair Children.
He possesses two Super Fists: The Super Fist of the Head Hair, the most powerful of the five hair-based Super Fists, and the Super Fist of the Hair Hunt, which he used to revive the Chrome Dome Empire and, as its name implies, initiate the very Hair Hunt the Rebels have been fighting against.
- Anime Hair: He sports a spiky, lion-esque mane of hair, which comes off as incredibly ironic since his Evil Plan involves ridding literally everyone else in the world of their own.
- Back from the Dead: After Czar Baldy Bald III is killed, the hair ball he took from Bi-bibi is returned to his corpse, reviving Bi-bibi from his grave right in front of Be-bebe and Bu-bubu.
- Big Bad: Of the Hair Kingdom Arc and later revealed to be the true one of the first series by restarting the Chrome Dome Empire, with himself being The Man Behind the Man to the IV's Puppet King.
- Big Brother Bully: Was a colossal one to Bo-bobo, beating him to a pulp and later starting up the Chrome Dome Empire's current era, driving all of his other siblings into hiding. He'd upgrade to a Cain and Abel scenario later on, as he (albeit temporarily) murders Bo-bobo.
- Big Ol Eye Brows: Has very prominent eyebrows.
- Cain and Abel: He and Ba-baba's the Cain to Bo-bobo's Abel to the point he temporally kills him.
- Cool Sword: Generates a sword from one of the hairs on his head, able to destroy Hair Balls.
- Entitled Bastard: He wants to rule the Hair Kingdom due to having the strongest Hair Fist and being older than Bobobo, that's it.
- Even Evil Has Loved Ones: Even though he's a bigoted, bullying, genocidal megalomaniac, he dearly loves his daughters.
- Evil Is Petty: See Green-Eyed Monster below for clarification.
- Foil: To Gunkan oddly enough. Both are powerful Hair Fist users who live in original Hair Kingdom, but are passed over for Bobobo for titles they crave. They both antagonize Bobobo about this fact and ally themselves with the Kingdom's greatest enemy, the Chrome Dome Empire in order to fulfill their ambitions. This is where the similarities end.
- Gunkan is a hard worker who has a brother that he apparently never abused. His passed-over of the position of Master of the Nosehair Fist due to not being born a direct descendant of the Hair Kingdom, leads him to feel legitimate resentment for his hard work not being acknowledged and while he's not involved with the extermination of the kingdom, he doesn't regret its passing. He is also an otherwise goofy and friendly boss when he's not acting on his own ambitions, his fight with Bobobo being personal and ultimately reconciling with Bobobo.
- Bibibi on the other hand, is an abusive older sibling that tormented Bobobo for no real reason and is only angry about being passed over the right to rule the Hair Kingdom, the reasons for why Bobobo was considered the heir to the Kingdom unknown, was entirely out of a sense of entitlement based on having the most powerful Hair Fist alone as a justification. He directly helps the Chrome Dome Empire to destroy his own homeland and going as far as becoming shadowy true leader behind the current generation of the Chrome Dome Empire when he's old enough. He is also a much more serious villain that rules with an iron fist and willing to possess a subordinate if they're up to the task, temporarily killing his entire family including Bobobo himself out of sadism as well as ridding himself of "pests" and is only spared due to having two daughters that care about him.
- Fridge Logic: Arguably the only logical thing in the series. His Super Fist, the Super Fist of the Head Hair, is the most powerful of the five hair-based Super Fists. Why? Because he majority of one's hair is found on the head.
- Grand Theft Me: He pulls this on Bird of Paradise when the latter is being cornered via his Super Fist of Head Hair and wanted to fight Bobobo directly.
- Gratuitous English: The names of his Super Fist of the Head Hair attacks are written in English in the Japanese manga.
- Green-Eyed Monster: The reason why he caused the resurgence of the Chrome Dome Empire, which caused the destruction of the original Hair Kingdom as well as the tyranny that followed, was because Bo-bobo was chosen to be the next ruler instead of him.
- Hate Sink: Bibibi is a Big Brother Bully even as a child, to Bobobo for no reason other than For the Evulz. When it's revealed that Bobobo would become the next heir, Bibibi reinitiated the Chrome Dome Empire to exterminate the Hair Kingdom, his own country out of spite, leaving only a few survivors, which included his family and a few others by happenstance and leading to twenty years of tyranny onto the world while he ruled his own established Hair Kingdom with an iron fist, as The Man Behind the Man to the current Chrome Dome Empire. When he meets Bobobo again, he kills his own family one by one including Bobobo after revealing he was responsible for the current Hair Hunt. He would even try to kill Beauty when she attacked him. The only reason he was spared was due to having two daughters that loved him as Bobobo, usually, one for Easily Forgiven, was going to kill him for his actions. When Czar Baldy Bald the III temporally kills him for his Hair Ball, it comes across as much needed punishment, especially since it was his actions that led to the former Czar to be reawakened in the first place. And unlike other major villains, he has no excuse for his actions other than a sense of entitlement.
- The Heavy: The entire plot happened because Bibibi used his influence to get the Hair Hunters to destroy his home because Bobobo was going to be the next king.
- Hero Killer: He countered Bo-bobo and Be-bebe's Hair Fists in their first encounter. He's also the first person to actually kill Bo-bobo by destroying his Hair Ball!
- I Am Not Left-Handed: His most powerful Fist...The Fist of Hair Hunt!
- Kick the Dog: On top of being a Big Brother Bully to Bobobo, he restarted the Chrome Dome Empire, which wiped out his own kingdom and caused the entire world to suffer 20 years of tyranny out of spite for not being the chosen heir.
- Kin Slaying Is A Special Kind Of Evil: Temporally kills his own family including his own father, brothers, and sister when they oppose him. Notably, it includes Bobobo himself until he returns stronger than evil.
- Knight of Cerebus: Arguably the only enemy in the series, if not the franchise, to genuinely do Bo-bobo actual harm in battle. In fact, he's the only enemy in the franchise that actually manages to KILL Bo-bobo.
- Laser-Guided Karma: His reawakening of the Hair Hunter organization that destroys his own home kingdom causes Czar Baldy Bald the III to awaken, targeting him for his Hair Ball, temporarily kill him.
- Man Behind the Man: He's responsible for causing the current hair hunt that destroyed the kingdom in the first place!
- My Greatest Second Chance: Implied Trope. Once he's brought Back from the Dead, he asks Be-bebe if he was a "bad man", with Be-bebe at a loss for words on what he means, Bi-bibi only saying he now has another debt he needs to pay Bo-bobo. Whether this means he's gonna start all over again or if he feels he owes Bo-bobo for giving him a second chance to be a better person is ambiguous.
- Prehensile Hair: Uses the Fist Of Head Hair, the most powerful of the Hair Fists.
- The Reveal: It's he who started the current generation of the Chrome Dome Empire in the hopes of eliminating his competitors for the leadership of the Hair Kingdom, even if it meant the utter genocide of his own people- including his own family. And is the actual leader of the current Chrome Dome Empire, able to use the Fist of the Hair Hunt, with the current Czar being nothing, but a puppet figurehead.
- True Final Boss: Of the first series, being the most powerful enemy Bo-bobo faces in it and the only one to not only genuinely harm him, but kill him.
- Tyrant Takes the Helm: restarting the Hair Hunter troops, he used the distraction to set up his own version of the Hair Kingdom.
- Walking Spoiler: His second Super Fist reveals his major involvement in the Chrome Dome Empire since he essentially reinitiated the current generation in a bid to gain absolute control.
- Would Hit a Girl: He destroys his own sister, Bububu's Hair Ball in order to temporarily kill her and strangles Beauty when her power boost runs out.
He wields the Super Fist of the Chest Hair, though we never see him use it for obvious reasons.
- Fate Worse than Death: Downplayed. Thanks to Bo-bobo, Ba-baba's spent the last two decades alone in space, but he's apparently doing fine and still has some form of control over the Hair Kingdom.
- Greater-Scope Villain: While both he and Bi-bibi started the Neo Hair Kingdom, Ba-baba remained in the shadows as he's stuck in space.
- Informed Ability: Though it's never confirmed, by simple process of elimination, Ba-baba's Super Fist is undoubtedly the Super Fist of the Chest Hair.
- He Who Must Not Be Seen: Was never seen outside of being a silhouetted humanoid form.
- Karma Houdini: It's unclear, but it's obvious Hatenko took Baldy Bald III's revival with more seriousness, as Hatenko returns to Earth in Shinsetsu empty-handed.
- Noodle Incident: Did Hatenko defeat him during the Time Skip, or did he just forget about him when presented with Baldy Bald III's threat?
- Prehensile Hair: The Super Fist of the Chest Hair, though we never get to see him use it, for obvious reasons.
- The Un Fought: Bo-bobo never fights him, but Hatenko's determined to vanquish him one day. It's unclear, however, if he was already taken care of offscreen or ignored in favor of Baldy Bald III in Shinsetsu.
The First Hair Lion's Resolve 16
The commanders of the sixteen districts that make up Bi-bibi's New Hair Kingdom, all of whom he's tasked with hunting down and killing Bu-bubu for betraying him.
He's also a firm believer of "Shigekilism" (basically his version of Hajike), to the point where he turned it into a Super Fist: the Super Fist of Shigekilism.
- The Dragon: To Bi-bibi.
- Bishōnen Line: Turns from a yellow head creature to a more human like version of himself.
- Evil Counterpart: To Don Patch, being a strange spherical creature with limbs that believes in a odd life philosophy and is the The Dragon to a Hair Child. The only real difference is Shigeki has no problem working for Bi-bibi, while Don Patch thinks he's the main protagonist and constantly tries to steal the spotlight from Bo-bobo. He and Don Patch even have a Hajike battle, which ends with Don Patch being the victor.
- One-Winged Angel: Transforms into a physical god that even the Third was afraid of.
- Evil Counterpart: Like Be-bebe, Goisu's a Bishōnen that looks like a biker, wields a hair-based Super Fist, and is a brother to a goofball who wields the Super Fist of the Nose Hair. Unlike Be-bebe, Bi-bibi didn't brainwash Goisu into working for him. That, and Goisu's relationship with Gunkan is apparently quite nice compared to Bo-bobo's horrid relationship with Be-bebe.
- Shout-Out: His most powerful technique is called "Katamari Damacy", which involves him sucking up a bunch of debris into a masssive ball and launcing it at his opponents. To avoid legal troubles, however, instead of "塊魂", it's written as "カタマリ玉弑". This makes the attack's name a pun, as it's pronounced the same as the former, but written differently enough that it translates to "Clump Ball of Murder" instead of "Clump of Souls" like the former does.
- Evil Counterpart: To Jelly Jiggler, except Tofu's taken more seriously than Jiggler.
- Climax Boss: Possessed Bird of Paradise. It's just Bi-bibi using the Bird's body to fight the Rebels instead of fighting them directly, but the battle's still one of the toughest battles yet, as Bi-bibi's Super Fist of Head Hair is ridiculously strong.
- Demonic Possession: Bi-bibi possesses the Bird's body to fight against the Rebels.
- Ironic Name: Whether by himself or possessed by Bi-bibi, the Bird of Paradise gives the Rebels an absolutely hellish battle.
- Non-Indicative Name: Literally nothing avian about him and raises hell everywhere he goes.
- Evil Counterpart: To Softon, being another Babylonian warrior with a ice cream-themed Non-Human Head.
- Non-Human Head: Just like Softon before her, her head's encased in a strange mask when she's channeling the powers of the Goddess of Babylon. The biggest difference is, unlike Softon, her head's actually ice cream, complete with waffle cone.
- Shout-Out: One of his attacks is called "Ecco the Dolphin".
- Killed Off for Real: Fine turns him into a "hairball statue", then smashes said statue to bits.
- Early-Bird Cameo: He makes his first appearance (as Weak Man) all the way back in the 18th chapter of the manga.
- From Nobody to Nightmare: From a frail old man in a silly getup to a district general of the New Hair Kingdom with a fairly powerful Super Fist.
- Parody: Of characters who get Put on a Bus and are brought back later on. He appeared once for a gag early on in the manga, and goes unseen and unmentioned for a very long time. Come the Hair Kingdom arc, he's working for Bi-bibi, and outright engages the Rebels in combat.
- Put on a Bus: Appears in the 18th chapter and never appears again till the 200th chapter.
- Significant Wardrobe Shift: He looks much more menacing as Extremely Healthy Man compared to how goofy he looked as Weak Man.
- The Bus Came Back: After first appearing in the 18th chapter, he appears again 182 chapters later, where he now works for Bi-bibi and wields a Super Fist.
- Took a Level in Badass: When he appears again in the 200th chapter, he's serving Bi-bibi as one of his district generals and even has his own Super Fist. It's unknown, however, if he always had the Super Fist of Restraint, or if he somehow got it after becoming Extremely Healthy Man.
