Why is it past it's prime?
The general consensus is that the humor, plots, and characters all went downhill after the movie.
After the movie? No, I'd say starting with the movie. The movie may have looked okay back then, but now it largely resembles the Season 4 episodes and beyond.
You could have gave examples why the other seasons are terrible. I agree with you yes, but it would be nice to know why you felt that way.
The other seasons (namely seasons 5-8)are generally considered bad because:
The new writers aren't as talented There's more gross-out humor The [[Main/Flanderization]] of the characters Squidward getting abused despite not doing anything wrong. Patrick either being a total idiot or a complete jerk. More terrible episodes.
My main problem with the new episodes is SpongeBob himself. He is absolutely insufferable nowadays. A sheer disgrace. His higher voice, his crying, his rape faces, his complete lack of sympathy for anyone he causes problems for, his increased childishness/stupidity, and his creepy and unnecessary perversions towards Squidward which have made him into a gay stereotype. Now, I have nothing against SpongeBob being gay. He is, that was obvious to me even as a kid. But the writers have made him look awful because of it, so it's insulting to gay children who might feel uncomfortable and bad about themselves because of SpongeBob's actions. If I were a gay child, I would definitely be deeply offended and hurt by this disgusting caricature. >=(
I mean, I'm not saying I actually watch new SpongeBob. I stopped watching at Season 5, around the same time where my interest in childrens's shows had largely diminished, allowing me to move onto The Simpsons and Futurama. But I've read a lot about what's happened to it and seen various clips of the worst moments, and as a person who was a fan of it back then, I cannot help but feel disgusted with these horrendous changes. I don't mean to sound like a person whining about how things aren't as good as they used to be (I'm not that kind of guy) but this is a rare case where I AM annoyed. This show was a great part of my childhood, so seeing it become what it has become makes me somewhat upset. =(
Season 10 doesn't even exist yet, and it's going to be directed by Hillenburg. Someone certainly isn't in the know.

Spongebob's decline
Spongebob Squarepants was one of the greatest shows on Nickelodeon. However, it's been going downhill ever since the movie. I personally think the first 3 seasons are classic, seasons 4-6 are good, seasons 7-9 are terrible, and season 10 is tolerable at best. I think it's about time either Hillenburg gets more control over the series, or it just gets cancelled. It used to be my favorite show, but I think it's way past its prime.
