Since a Gorax didn't appear in the animated series itself, I don't it would fit under either of them.
It does appear in other Ewoks media though, and an animated Gorax menacing the village would have been a good plot.
From my understanding of both "They Wasted A Perfectly Good (Blank)" tropes, they only count if it's underdeveloped within the media itself. While the Gorax did appear in other Ewok media, since they didn't appear in this animated series it doesn't conut.
I get why in the media itself should only apology for characters, but if it’s something in a bigger franchise, I don’t see why it wouldn’t work for plot.
My last (albeit possibly doomed) argument would be would it really make sense to be unable to use They Wasted a Perfectly Good Plot or a good character in a hypothetical James Bond movie ther focused a lot on figuring out how Spectre gadgets worked but never had Q appear in the film?
