Maybe, but an Ensemble Darkhorse is not required to be just a minor supporting character.
And this link here not only claims Kurumi to be an Ensemble Dark Horse, but several major antagonists and major protagonists (other than the main main protagonist) of anime are Darkhorses of their respective series, as well.
Plus, in Kaizoku Sentai Gokaiger, Gokai Red: Captain Marvelous, was also considered a darkhorse.
So, you see, the term Ensemble Darkhorse can apply to just about anybody. It just depends on how popular they are.

Much like the other Spirits, including the big three (Tohka, Origami, Kotori), she has a plot-relevant relationship with the protagonist and stories focused on her Character Development. Really, the fact ''all' Spirits are considered main characters (because they have origin stories and episodes dedicated to their character development) prevents them from being EDs.

It'd have to be minor recurring flat characters like Raizen high school students, AST team members and maybe even Fraxinus crew members, but none of these seem to be getting traction in popularity. Ensemble Dark Horse is not an omnipresent trope; if there's no such minor character that the fandom has a liking to, then it doesn't apply.
