Would it be possible that the Base breaker for the space marines being DLC is actually a downplayed trope? In the original ruleset for Battlefleet Gothic (The tabletop game) you had four factions present: Imperial Navy, Orks, Chaos, and Eldar. All of which are present and accounted for. On top of this the Space Marines, while essentially being the poster boys for the Warhammer 40k franchise, don't actually have much of a presence in the space combat aspect of imperial forces and are largely ground troops.
