When one of your delivery missions admonishes you, "Did you fail? People will die because of this. Consider that the next time you take on one of these assignments," would that be considered Non-Standard Game Over?

I don't think so... Usually, Non Standard Game Overs are more distinctive, I think?

I don't think changed dialogue would be enough even if people are dieing.
