As some one who lives in England, I can confirm the comic is available outside the U.S. As I've had no trouble finding copies of the comic in comicbook stores on the exact same release dates as the U.S. Publication and it was the same with the Archie series.
And based on what I've seen on Tumblr, other countries seem to be getting the series as well. Not certain about Latin-American though.
