There's already some redundancy going on — the character page for the elves seems to be developing its own "general" folder — so I do think it would be wise to move this page's content to one or more character pages. The main question would be whether to keep it concentrated in one page or split it up (i.e., the elves section on the page for the elves, the free men sections of the page for the free men, etcetera).
Deffinitely agree, having it alone like this is just confusing. There's a similar problem over on the Magic: The Gathering character page.

Generally speaking, pages of this sort — collections of tropes about species, peoples, nations and cultures — go under character pages, not main or work pages like this one currently is. It would be a good idea to move this page's content to an equivalent character page, I think.
Since this page already has a large number of inbound links, it would probably also be best to turn it into a redirect instead of simply cutting it.
