Pulled Discworld - there's a reason we have separate tropes for Clock Punk, Dungeon Punk and Magitek, and while Iron Girder may not exactly be a conventional real world steam locomotive, the reasons why not aren't really steampunk.

I'm conflicted on if I should add John Devil as an example of Proto-Steampunk. It doesn't feature anything technology that wasn't real. But thematically it's a story set during the birth of the Steam Ship era, with a Super Villain seeking to get the jump on the technology to destroy the British Empire.
