If, in-universe, three years passed within That '70s Show(1976 to 1979), then why, in Real Life, ran for 8 seasons?

I am an up-in-coming writer who still goes to high school.
It says under "Aborted Arc" that when Leo's cousin appeared it implied that he was going to be a new character. I never got this impression when I saw that episode. I only saw it as a clever way of explaining Leo's absence. Is there anything official that says he was going to be a regular character before only appearing in just one episode?
