Since the new 2015 series seems to be gaining a fanbase, it's a shame there isn't a "Literature" page for the original 12-book series (being the source material, would that go under "Main?") Also, the page for the 1975 BBC series exists, but it's pretty much a blank.

I can try to get both going, in fact I just drew up a draft for a page for the literary series. My Troper activities have always pretty much been edits and expansions, not creating a page from scratch, so I might need some help.

Nah, the original books go under Literature/.

OK, I thought as much. But does one have to have clearance to create a new page there? I went to /Literature and hit "create new" last night, and nothing happened (same thing just now.)

"Create New" is for creating subpages and you can't do that for a nonexistent page. You need to click "edit".
