I’d cut him some slack because he’s just a kid and this is one of the earlier episodes.

Given the aspect of "My Little Terraformer" (Pegasi in charge of weather, Celestia and Luna in charge of the heavens, etc) plus some of the mayor's dialogue I don't think that they are doing these things because winter ended... doing them MAKES winter end. Thus the first paragraph of the description may need editing, unless someone has Word of God clarifying the issue in the other direction.
