The page claimed this is shotacon, but gives no explanation. Is this true?

It refers to Alice and Rin relationship. It's used more as a theme, as the manga don't have any explicit scenes.
They have a 9 years difference, Alice is 16 years old and Rin is 7 years old on the beginning of the series when Rin develops feeling for Alice, and her family agrees to an engagement thought she doesn't correspond his feelings at first and isn't pleased with the arrangement.
By the end of the series, when he's 9 years old she admits she loves him. In the last chapter Rin is shown saying he wants to marry her, by then he's around 13 years old.
