It has to do with the name of military ranks in other countries being different.
In the US Navy, the Captain's second in command is called Executive Officer.
In the British and Imperial Japanese Navy which the latter was based on the former, the Captain's second in command is called Commander.
So basically both Executive Officer and Commander are correct but it depends if the reader prefers to call the person by US Navy ranking names or by British Navy ranking.

The fan translation I've read gives Kuki's rank as the Executive Officer, but the article here says she's the Commander. Which is the case?
