For instance, I have a hard time considering Voldemort a small role big impact character because he is the overarching main antagonist. To me, Narcissa Malfoy better embodies this—she's mostly in the background, is never actively attacking the heroes, but in the last two books she performs acts that change the course of the story: the Unbreakable Vow and lying about Harry's death to Voldemort.
