Stafford was absolutely willing to "let Jim Crow" get in the way of beating the Russians, frequently telling Johnson that "that's the way it is" and denying her the ability to actually see what she was supposed to be working on. Harrison is the one who kept overruling him, and pushed for Johnson to have whatever she needed to get the job done.
