The Tribute | Marvel Studios’ Shang-Chi and The Legend of The Ten Rings video by the official Marvel Entertainment YouTube channel calls Shang-Chi "Marvel's Newest Avenger". Should his folder be moved from MCU: Other Superheroes to MCU: Avengers and Allies?

Does it really make sense to have the people of Ta Lo be "citizens". I think they should probably be under "Multiverse", given that they're from another universe.

Multiverse is meant for characters from alternate universes like the Loki Variants, not characters from alternate dimensions within the same universe.
