Should villains from the M&M 2e sourcebook "Crooks!" and the M&M 3e sourcebook "Rogues Gallery" go here or in the Freedom City page? I've been adding the villains and heroes from 2e's "Foes of Freedom" and "Freedom's Most Wanted" as well as the different Age of Comic Books sourcebooks to the latter, but I'm unsure about these two.
