Would someone please explain why any attempt to note a subversion to Legion's "Cutscene Incompetence" trope gets relegated to "Natter" or "Fridge"? It doesn't seem like any other page on this site is relegated to such an extreme.

What other pages have you seen this on? Because they are supposed to be kept clear of such.

Legion's "Cutscene Incompetence" is Not A Subversion since nothing is brought up in game to subvert it. Your arguments, while sound and interesting, are still purely theoretical with nothing suggesting it in-story. It is a textbook case of the first example of a Justifying Edit (which are supposed to be deleted).

The Fridge page is the most appropriate place for such speculative content.

Actual details of Fridge Brilliance, maybe. But simple annotations? As long as they don't term it as "possibly subverted" or the like, they don't seem picked at as often.

Plus, there is in fact plenty to suggest in it in the story, considering one single Reaper in ME 3 (and a lesser one at that) was sufficient to command and control the entirety of the Geth race.

Ergo, it's not actually speculation that a prime/ Sovereign-Class Reaper, even a brain-dead one, would be advanced enough to hinder Legion like that as opposed to practically being an unspoken fact. Debating whether it deserves mention here is one thing, but I think it's wrong to call it "purely theoretical" - if nothing else, we agreed there was enough there to deserve fridge mentions of it.
