Yeah, I would. I don't think he has that many tropes for him to be separated.

He would, but foil has been going on Trope Decay as of late. As of now, foil must only be In-Universe example, and if possible, between two characters who are in the same story.
So no, Merus and Zamasu wouldn't count in this case.
