Villain Decay: As the film goes on, his fights become shorter and his defeats quicker. By their final battle Alita calls him a slave and chops him in half.

Not really accurate. He doesn't lose the second fight. And his power isn't decreasing, he gets a major upgrade including the grind cutters, he just doesn't level up as fast as Alita.
