This is incorrect. I am not sure exactly when the lines were added but it was definitely before the Year of the Rooster update (which was released on January 24th, a quick Google search has showed me the lines have been around on the PTR since at least the 10th). And the Overwatch wiki's patch history page (http://overwatch.wikia.com/wiki/List_of_Patches) also shows two subsequent updates after that, albeit only bug fixes. There was certainly time for them to move the voice lines to live if they wanted to.

I can't speak as to whether they are currently working on the PTR or not, but if they are, then that is probably just a matter of them never being disabled there. At any rate, we're several days past Valentine's Day and the lines never played on live. I think it is safe to say that they were removed/disabled. These lines are pretty obviously Valentine's Day themed, so it seems unlikely they are going to play the further away from Valentine's Day we get.

I realize this is a touchy subject since it involves shipping, which is why I tried to be as objective as possible and only mention that they were removed rather than trying to take a side. But at the same time, I think it's kind of an important detail to leave out.
