To answer your question: No, it's not allowed. As you said, all moments pages are spoilers off.

And I feel like spoiler tagging the page image is also bad... I don't know the official policy on that, though.
Though moments pages are Spoilers Off, having spoilers in the image is also not allowed, so it should probably go to Image Pickin'.

On the Heartwarming page for Despicable Me 2, the page image is hidden by a spoiler warning. Considering Moment pages are Spoilers Off, is this allowed?
