Honestly, it looks like the only thing they're doing is adding examples, which is what they said they did in the comment section of the draft.
I think it's important to remember that we call people "sponsors" for a reason. On the one hand, you seem to be taking too much ownership over the draft while on the other hand the other troper is too impatient for you to update it. Like, y'all just take a breath for a minute?
Look at all that shiny stuff ain't they prettyNormally it's not a big deal when someone else edits a draft, though adding their own examples to the draft can actually cause problems as Sponsors are often curators and have to work to make sure only valid and well-written examples get on. Bypassing that process, while not strictly illegal, is frowned upon because it can confuse the sponsor and create problems if the examples being added aren't...well, good.
But it's complicated; Sponsors absolutely don't own their drafts, but it's sort of an unspoken rule that you don't make big changes to someone's draft without some sort of permission, if only because it's just a little rude to do otherwise.

Yep. What others said. Basically a published draft is part of our wiki and anyone can edit it. The lack od editing lock is a problem. Usual TLP etiquette is to add comments with suggestions for the description or examples and the OP/sponsor will review it and add it to the draft as they see fit. But others can edit the draft too. Common courtesy is to leave a comment to explain what you did to the draft.
BTW you can check editing history of TLP drafts too, so anyone can see who edited it and what they changed or added. Only it's displayed a bit differently from the main wiki and it's harder to distinguish the changes.

Someone keeps editing Signature Instrument, even though I'm active and go back to edit all my drafts once a day. I know who it is, but I feel a bit shy about naming names.
