Yes, and you might want to send that troper a PM. That's also not the only barebones page that this particular troper has made. Radar pages, character pages for webcomics. There are several.

Is there a Administrivia page or the like that explains how unbare the bones of a page has to be? Writing the PM now.

By unbare the bones you mean how empty a page has to be to get cutlisted?
