A mod has to review the cut request before it's processed. They may decide that the page that was submitted shouldn't be cut, but that isn't what happened in this case.

Well, the big issue was that i was wiki wording it wrong ;)
I tried to submit a completely blank article (The25th Ward) to the cutlist, but as far as i can tell, nothing happened.
