Are you absolutely sure it was dragons? Could it be The Last Unicorn in which the unicorn is disguised as a girl?
Last of the Red Hot Dragons?

It’s not The Last Unicorn or Denver the Last Dinosaur. It *might* be Last of the Red Hot Dragons, but I would have to check that out. I seem to remember a lot of older cartoons as full movies because when I was a kid they felt much longer to me.
The Railway Dragon?
The only one that comes to mind is The Tale of Tillie's Dragon. I don't remember any shapeshifting, though.

That sounds like it could be the Railway Dragon/The Birthday Dragon, The main character was a human girl and the dragons had the ability to disguise themselves as tree, rocks etc.

Sometime between 1994 and 2000 I watched an animated film that I seem to remember being called something like "The Last Dragon" or "Last of the Dragons". The protagonist was a human girl and I *think* that the dragons were able to shapeshift to hide themselves. I remember very little about it. It's not The Flight of Dragons.
