Is the audience already supposed to know the outcome, or something that actually happens in the future so the audience won't realize it until later?

yeah, the audience is supposed to know the outcome but the joke is like how everyone was thinking before the incident happened: "What can possibly go wrong with President Bush's final visit in Iraq?"

I think that would really fall under Historical In-Joke.
