There isn't a written down policy, but in general only character tropes should be there. Not plot tropes or setting tropes or anything like that.

Or "those, but also some characterization tropes"? Or are indexes unrelated? Basically, I was really surprised to hear that Heel–Face Turn wasn't something for character pages, despite being a specific action performed by a specific character.
We don't have an index that defines exactly which tropes are characterization tropes. Heel–Face Turn isn't something a character is, it is something a character does. It happens once and rarely repeats. A similar trope is Chronic Backstabbing Disorder, where the character's personality is defined by their repeated betrayal.

While it may be a one-off event, it is generally character defining - the trope is for a character that once was "bad" and then became "good," and there is no other trope for that. Chronic Backstabbing Disorder is a different trope, and a character may have performed a Heel–Face Turn without having it, as well as have it without ever performing a Heel–Face Turn.
Also see this answer. As I understand it, if a trope defines the character, it is ok to add it to the character sheet. Otherwise the trope goes to the main page. So no strict rules, just common sense.

I've seen people saying that there are specific rules about what tropes are and aren't allowed to go on character pages - which absolutely makes sense now that I think about it. But would someone mind shooting me a link to the policy describes those rules? I wasn't able to find it on administrivia, but maybe I missed it?
