Bump. Also some more vague information: The aforementioned episode in which the protagonist had to keep a promise to his love interest included a scene from their childhood (as mentioned before, possibly seen by the main characters due to time travel, could also have been just a memory), where you can see both of them as children at a playground (I think I remember them standing in a sand pit). You could see the boy giving the promise to the girl, and they were also both repeating something along the lines of "A promise is a promise" several times. (I watched it in German, so I don't know exactly what they said in the English version. If it helps, in German they said "Versprochen ist versprochen, und wird auch nicht gebrochen", if I remember correctly.)

No, it is not. There only was one frog-like character and, as far as I remember, it wasn't very intelligent. It couldn't talk and didn't do much besides helping the blue guy with whatever he was doing.

Could it be Taro the space alien / Taro Alien?
Oh boy. My quest of the last... about five years (or more?) has finally come to an end. Bless you, Mika, Taro Alien is what I was looking for! Apparently it never got an English release, no wonder I couldn't find anything! Seems like most of it is lost forever, but I'm very happy to have finally found it. I was about to give up and considered that maybe it was some sort of weird dream I had, mixed together with different Anime I watched at the time. Turns out, I'm not crazy after all!

Alright, this has been on my mind for a while. Some years ago (should have been AT LEAST before 2010, probably closer to 2000), I watched an Anime which centered around a boy (who may have been the Only Sane Man) and two classmates: One was a blue guy, the other was a human-sized (anthropomorphic?) frog. (The Only Sane Man part is that, as far as I remember, the boy was the only one who thought that the two were strange in any way.) I remember the blue guy being an alien (the frog probably was, as well), but I am not too sure about that. The show was focussed on comedy, derived from the fact that the alien and the frog were completely ridiculous and tended to subvert the main characters expectations.
I remember three scenes from this show: One was from an episode in which the characters were trapped inside a video game (I think?). While walking through a desert, the main character sees a little shop in a distance and makes his way to it, only to realise that the shop seems to travel away from him, judging it to be a Hollywood Mirage... only to THEN find out that it is a real shop, and the blue guy is actually dragging it away from the main character.
Another scene showed the class which the characters attended visiting a swimming pool and the main character commenting on how salty the water was (as if it was the ocean), cutting to the other two, who were actually pouring salt into the pool (and mentioning that it still wasn't salty enough.)
Finally, there was an episode where the main character's love interest was mad at him for some reason, so the three protagonists found out (possibly by travelling into the past) that he once gave her a promise to replace some of her dolls; the rest of the episode was spent on them finding out that the manufacturer went out of business and trying to get some of those dolls.
That's about all I have. So far, looking for it has only pointed me toward "Sgt. Frog", which is not the Anime I saw, so here's hoping that the TV Tropes Hive Mind can help me with this.
