The tutorial may be considered a Propaganda Piece because of the propaganda-style voiceover. I couldn't find anything on the Video Game Tutorial page that fits the type of tutorial you talked about but I've never played Fallout so there could be something there. I hope that helps.
In the Fallout games there is a creative tutorial format that uses the Vault Boy mascot to demonstrate different game mechanics in the form of pictures of him preforming the tutorial, or having a 2D animated short with a propaganda-like voice over. What is the trope for this tutorial format. It also kind of resembles in game handbooks that were found in the cases of Gameboy or Nintendo DS games with the characters of the game on the right, presenting the text with their hands to the left. I hope you can interpret this.
