Not exactly. The use of the language is fully justified, but the language itself is butchered.

It still applies, Gratuitous English is for both English appearing randomly or badly spoken.

A trope like that usually isn't justified by In-Universe reasons. An English-French production would be a Justified Trope example (and could still be an example of both Gratuitous French and Gratuitous English, depending on how they chose to localize the production).
