Not exactly. The use of the language is fully justified, but the language itself is butchered.
It still applies, Gratuitous English is for both English appearing randomly or badly spoken.

A trope like that usually isn't justified by In-Universe reasons. An English-French production would be a Justified Trope example (and could still be an example of both Gratuitous French and Gratuitous English, depending on how they chose to localize the production).

A character is supposed to be foreign and speaks a foreign language (French in toe work I cover, but this also often happens to Russian). The actor (or voice actor) is not a native speaker of the language and ends up unintentionally butchering it, so the words are hard to understand and very obviously not like a native speaker (that the character is supposed to be). Is there a trope for this?
