From experience, I'd say any RPG you're playing for the first time, but there's also notable outsiders known to be somewhat complex, like F.A.T.A.L., the worst tabletop RPG of all time.

Phoenix Command is infamous for having Loads and Loads of Rules. You could have a look at the list of Worst RPGs ever.

This is a tabletop game but there is no option for that. a long time ago (circa 2003) I was reading some forum about rpgs and somebody mentioned one where the combat system is so complex it took hours to do a single fight. He said the name obviously but I sure as hell don't remember it now. Any ideas?
