No, I really wanted it to be true, but sadly it's a miss. Neither of those fit. I do believe it was a full length anime film, or maybe just a one-off TV movie. The scene that sticks out most is many silver/white haired girls falling out of pods/flowers while he searches for the "right" one. Any other ideas, friends?
It might narrow it a bit if you can say which channel you saw it in...

I couldnt even guess at anything other than cartoon network or a general kids channel. Maaaaaybe sci-fi channel as that was on a lot in the house. I was probably seven-ish so its super fuzzy. Around the time of blue submarine no.6 maybe? Please, let there be someone who can decipher my terrible description!
This sounds similar to a scene in Tengen Toppa Gurren Lagann (2001), which also has deserts, young kids piloting vehicles, and a large mobile base on tracks. The girl had very pale yellow hair though, not white, and it was mainly mechs, not tanks.

The flower-girl-with-white-hair bit makes me think of Wolf's Rain, but the rest doesn't really fit. Do you remember anything more about the general character/setting designs?
Maybe it's one of the Saiyuki OVAs? There were desert episodes in Reload, iirc, and the group drives around a jeep. I haven't seen everything in the franchise, so I can't say for sure that it's what you're looking for.

I have almost given up hope. Sorry for the massive delay in response. I loved wolfs rain and have never seen saiyuki but it doesnt seem to be the right work. What sticks in my mind is the almost Dr.Eggman-ish villain. Bald and plump, i think, with a pale suit/coat and i think he had glasses/sunglasses. Other than that I have listed everything i remember. Thanks for the help!

HELP THIS SAD OTAKU! OK, guys. This one has been buggin' me for YEARS. I saw an anime on TV in the 90s or maybe even 2000 involving a teen(?) aged boy and some companions riding around in a tank or something in the middle of a desert. The plot revolved around the antagonist (if I remember correctly, a fat bald generally evil/sterile looking guy) chasing after this silver or white-haired girl. The boy meets up with her somehow and tries to protect her, but the bad guy nabs her eventually and the n there is a distinct scene with TONS of these girls falling out of flowers or pods in the sky and hes running around catching them like "nope...not this one" but much more melancholy and serious. I have no clue what the hell else happens. This has been the bane of me for so long and I have literally scoured anime databases and found NADA. MERCY. PLEASE, someone find this!!!!
